Benefits of implementing strategic environmental assessment in Ukraine
Director of Environment and Natural Resources Khmelnitsky regional administration Sergey Vavrynchuk took part in a seminar on "Practical application of strategic environmental assessment: the role of government to protect the environment in the process of strategic ecologistichnoyi assessment. " At the event were representatives of the Ministry of Environment of Ukraine, local authorities and representatives and experts from NGOs and international financial institutions. The main objective of the workshop was to introduce controls on Environmental Protection to the procedure of strategic environmental appreciateki (SEA) as a tool to improve sectoral planning and their role in this process. Participants learned about the European example of the procedure of SEA in different sectors of the economy and the benefits of SEA; reviewed the existing experience of Ukraine with SEA; discussed the role of different stakeholders during SEA and necessitiesand steps for the practical application of SEA in Ukraine after the new legislation, which requires SEA under the Protocol on SEA to the Convention on the assessment of the environmental impact in a Transboundary Context (Espoo Convention) and the EU Directive on SEA (2001/42 / EC) . Particular attention was paid to various functionsthe second and the role of government to protect the environment in the implementation of the SEA, and discussed potential pilot project on the use of SEA in Ukraine. The main elements of the SEA procedure, according to the project have been identified such as: the necessity of establishing a strategic environmental assessment; Strategic scopingenvironmental assessment; Report on the development of strategic environmental assessment; the public discussion and consultation with the authorities; a final decision.
